They acknowledge that it's wrong for legislators to draw their own districts, in effect choosing their voters, rather than the other way around. But so far they have just not been able to get themselves to do anything about it. They creep up to the precipice of reform and then pull back, teasing us, and maybe even themselves, with the idea that one day they might do the right thing....
