Edith Warren, passed the N.C. House by a vote of 88 to 27, with support from Warren and Rep. Marian McLawhorn. H.B. 824 is based upon this Iowa model and crafted to fit North Carolina — both its people and its political culture.

"It was intended to create a commission beyond the reach of raw political power of the sort exercised in this case."
