Illinois: Ballot access reqirements for independents haven't been met in 25 years....

SPRINGFIELD — A federal appeals court is reviewing Illinois’ election law, which some groups claim locks people out of the Democratic [sic] process.... Illinois has the earliest filing date for independent candidates in the nation, coupled with a requirement that they get signatures equal to 10 percent of the number of votes cast in the previous election.
