When Douglas County Commissioners Marilyn Kittelman, Dan Van Slyke and Doug Robertson said they opposed a measure that would make the 3 commissioners' positions nonpartisan and declined a request to refer it directly to voters, the Citizens for Voter Participation - a group of independents, Dems and Repubs - started collecting signatures.
