The Green Party of Pennsylvania argued yesterday that the statewide judicial retention last year constituted an election, and that the Pennsylvania Department of State should have based the third-party signature requirement on the number of "yes" votes Justice Sandra Schultz Newman received.... If Judge James Gardner Collins agrees, that would mean statewide minor-party candidates would have had to submit 15,949 valid signatures. The current requirement is 67,070 signatures. ...
