The United States should not be sending United States military personnel to fight in protracted military engagements in foreign lands without a declaration of war.
The fact that Congress enacts legislation giving the President "war powers" is an abdication by Congress of their own responsibility. Congress has power to declare war, not the President.
Any President who tries to keep something like Iraq going without a declaration of war is not going to be successful. Americans who are in Iraq should be brought home. The national guard is not a replacement for the French Foreign Legion.
