New York Independent Redistricting Close to Being Put on the Shelf

If New York state had the initiative process for state laws, it would be possible for citizens to get an independent redistricting commission, even if the legislature won't cooperate. Does Independent Voting support having a statewide initiative process in New York and in states generally?
