Governor survives a big test in Legislature, but rivals pose several more

Monday, May 15, 2006By WAYNE SLATER / The Dallas Morning News ...New calculations by Mrs. Strayhorn, the state comptroller, conclude that the plan will be $25 billion out of balance over the next five years – requiring budget cuts, tax increases or a big surplus in the future to fill the gap.
"This is a prime example of his failed leadership and fiscal irresponsibility," Mr. Sanders said. "Perry will be signing the largest tax increase in Texas history and leaving the largest hot check in Texas history."
Lawmakers and Mr. Perry dispute those figures, and they contend that a vigorous economy will overcome any shortfall.
Mr. Friedman says he doesn't like the use of budget surplus to pay for education, preferring a permanent source of revenue: casino gambling. Mr. Bell says that the plan's emphasis on property-tax relief shortchanges education and that teachers are due a bigger raise....
