The Senate Appropriations Committee will hold a hearing April 24 on a proposal to take the redistricting process out of the hands of the legislature.Senate Constitutional Amendment 3 would require that each of the 40 Senate districts be made up of two Assembly districts.
If the legislature passes SCA 3, it would be placed on the November 2006 ballot. If voters approve the proposal, California would join 12 other states that give first and final authority for legislative redistricting to a group other than the legislature....more...
