SACRAMENTO - Suddenly leading in the Democratic race for governor, Controller Steve Westly on Tuesday laid out his most detailed plan yet for fixing California's perpetual mismatch between state spending and revenue...... Westly also fleshed out his beliefs on a number of other issues, announcing his support for public financing of political campaigns and an open primary, and reiterating his belief that undocumented immigrants should be eligible for driver's licenses......
