Tight race for second down to 10,000 ballots

Bilbray may benefit from appeal to indies in race to replace Cunningham

Although 10,000 ballots remainuncounted, Republican Brian Bilbray appears to be headed for a Junerunoff with Democrat Francine Busby in the race to replace former Rep.Randy "Duke" Cunningham. ...But some analysts have suggested thatindependent voters might be more attracted to Bilbray than a moreconservative Republican. The district's voter registration is 44 percentRepublican and 30 percent Democrat, with 22 percent not affiliated withany political party. ....
