Petition 109 would most certainly not create an open primary in Oregon. It would replicate, with some changes, the Louisiana system of "blanket" or "jungle" primary. The Oregon Supreme Court has said that it would remove all third parties from the general election ballot. It is not a measure that independents should support.
danmeek -- Is this a semantic issue, or do you oppose the idea of having non-affiliated voters, people who do not allign with any particular party, vote in the elections?
And by the way, what exactly is a Louisana-style "jungle" primary?
